Can't friendly countries like Saudi Arabia and China help Pakistan immediately because of the IMF?

In this context, Saudi Arabia and China may be unwilling or unable to provide immediate assistance to Pakistan without the approval of the IMF.

Furthermore, Pakistan has a complicated relationship with IMF, sometimes it goes along with its conditions, and other times it doesn't, and that is why IMF support for Pakistan may also be influenced by these relations. Despite that, historically, both Saudi Arabia and China have provided financial assistance to Pakistan, but it is usually in the form of loans rather than direct grants and usually have a specific purpose and time frame
